Subject: Proper implementation of Power Cuts to be imposed by Power Control Centre.
It has come to the notice of this office that whenever message of Power cut is given by the PC office, a number of queries are being received in respect of the consumers where the power cut is to be imposed by the field officers. In order to avoid such situations and for proper implementation of power cut instructions, it is clarified that other than rural feeders, there shall be mainly Four Categories of feeders as under:
CATEGORY-I URBAN/INDUSTRIAL FEEDRS:(VOLTAGE LEVEL i.e.
11/33/66/132KV)
Following feeders shall be covered in this category:-
a) The feeders which are feeding mixed load of Domestic, Commercial & Industrial consumers.
b) The feeders which are feeding 24 hours supply to villages.
c) 11/33/66/132KV feeders feeding Continuous Process/Essential Industries which are not availing Peak Load Exemption and hence are not paying Peak Load Exemption Charges (PLEC).
CATEGORY-II:
a) 11/33/66/132KV Separate/Independent feeders of consumers who have not been declared as Continuous Process by CE/SO&C.
b) All such feeders which are feeding only Industrial Consumers of mixed nature viz. General Industry, Furnace, Rolling Mills etc.
Such feeders shall not be covered under the category of Urban/Industrial feeders and separate timings of power cut for this category shall be given by the Power Controller.
CATEGORY-III: ARC/INDUCTION FURNACE CONSUMERS FED THROUGH SEPARATE FEEDERS IRRESPECTIVE OF VOLTAGE LEVEL (i.e. 11/33/66/132KV)
There are some feeders in the State which are feeding only Arc/ Induction Furnaces. These feeders are not to be covered under the category mentioned at Sr.No. 1&2 above. Whenever power cut is required to be imposed on these feeders, separate timings of power cut will be given by the Power Controller.
CATEGORY-IV: FEEDERS FEEDING ONLY CONTINUOUS PROCESS/ESSENTIAL INDUSTRIES
The power cut on Independent Feeders of those Continuous Process/Essential Industries is not to be imposed who have been declared as Continuous Process/Essential Industry and are availing Exemption during Peak Load Hours Restrictions with the permission of this office are paying Peak Load Exemption Charges (PLEC).
NOTE: It is to be noted that such consumers who have obtained Peak Load Exemption under P.R.Circular No. 2/98 are not exempted from Power Cut even if they are fed through Separate/Independent feeders.
In the end, it is intimated that in future Power Controller shall give the message for power cut on Urban/Industrial feeders in the following format:
a) Urban/Industrial CATEGORY-I From_______to_________hrs.
b) ____do________CATEGORY-II From_______to_________hrs.
c)____do________CATEGORY-III From_______to_________hrs.
