SUBJECT:COMPULSORY WEEKLY OFF-DAY ON INDUSTRIES – PENALITIES FOR NON COMPLIANCE.
In continuation to this office P.R.Circular No. 05/2004 & 06/2004 and in confirmation to this office memo No. 383/90/SO/PRC/LD/PC-278 dated 04.07.2004.
It has been noticed that Weekly Off-days are not being observed by the industrial consumers and desired relief is not being obtained to the system. Therefore, it has been desired by Chairman that vigorous checking be made and weekly report sent to this office.
The penalty for non-compliance of weekly off-days has been prescribed on page-3 of P.R.Circular No. 05/2004 dated 28.06.2004. However, for the facility of the field staff, the same is reiterated as under:-
a) ON THOSE CONSUMERS WHERE ELECTRONIC METERS ARE INSTALLED
The penalty shall be levied as per PR Circular No. 07/99 & 02/2003, which is briefly as under:-
First Default Block
Weekly off-day violation(s) In time block of two months In which default occurs. |
Rs. 50/- per KW of maximum load used in excess of the exemption limit/exemption being availed against payment of Peak Load Exemption Charges per day of default. |
ii) Second and subsequent default blocks
Weekly off-day violation(s) in time block of two months immediately next to the first default block. |
Rs.100/- per KW of maximum load used in excess of th exemption limit/exemption being availed against payment of Peak Load Exemption Charges per day
of default. |
NOTE: The eligible exemption limit shall be as per P.R.Circular No. 02/98.
b)ON THOSE CONSUMERS WHERE ELECTRO MECH. METERS AREINSTALLED
The penalty shall be levied as per P.R.Circular No. 06/86 and 20/91, which is briefly as under:-
Ist Default
Disconnection for 7 days
OR
Rs. 100/- per KW of actual load running at the time of violation if excess load is not more than 10% of the Sanctioned Connected Load over and above the Prescribed limit.
AND
Rs. 100/- per KW of Sanctioned Connected Load is excess load is more than 10% of Sanctioned Connected Load over and above the prescribed exemption limit.
2nd Default
Disconnection for 15 days
OR
Rs. 200/- per KW of actual load running at the time of violation if excess load is not more than 10% of the Sanctioned Connected Load over and above the prescribed limit.
AND
Rs. 200/- per KW of Sanctioned Connected Load if excess load is more than 10% of Sanctioned Connected Load over and above the Prescribed limit.
3rd Default
Disconnection for 30 days OR Rs. 400/- per KW of actual load running at the time of violation if excess load is not more than 10% of the Sanctioned Connected Load over and above the prescribed limit.
AND
Rs. 400/- per KW of Sanctioned Connected Load if excess load is more than 10% of Sanctioned connected Load over and above the prescribed exemption limit.
NOTES:
i)Prescribed exemption limit is 10% of the Sanctioned Connected load or 50KW whichever is less.
ii) The consumer has the option to opt either for disconnection or paying penalty as above by giving suitable undertaking.
