CHAPTER – I, INTRODUCTION

Punjab State Power Corporation Limited (PSPCL) is an utility for one of the essential services for general public because electricity (Power) is the basic need of each and every household now a days. Economy as well as growth of the State is primarily dependent on Power. For making the public aware about the various activities being undertaken by PSPCL and to ensure availability of an efficient and reliable power supply system, information which are commonly required by the general public as per the provisions of the Right to Information Act-2005, are being made available on PSPCL Web-Site for which PSPCL is bringing out this handbook. This is helpful in bringing transparency in the working of PSPCL and also provisions under  “Right to Information Act-2005” shall be complied with. This handbook is available on PSPCL website www.pspcl.in.

This is however, made clear that the information available in this handbook as well as on PSPCL Website shall not be used for any legal purposes. The management shall not be held responsible for any error or omissions crept in inadvertently while projecting the instructions /guidelines through this website/handbook.

Since the duties/functions of erstwhile Secretary, PSEB have been entrusted to Chief/IR & W, as such the financial powers vested in erstwhile Secretary, PSEB as per Delegation Of Powers are hereby delegated to Chief/IR & W. Accordingly the files of Dy. Secy./Services-I being submitted directly to erstwhile Secretary, PSEB will now be submitted directly to Chief/IR & W. However, files for postings and transfers of AEs/ AEEs will henceforth be submitted directly to Director/ Administration and that of Sr. Xens and above ranks will be submitted directly to CMD, Powercom.
Decision of the (erstwhile PSEB, Whole Time Members and Managing Committee) or Predecessor of a member shall not be changed by the Directors without prior approval of the undersigned (CMD/ Powercom).
Proposals for consideration of cases in the meeting of WTDs/Board of Directors will be routed through the Company Sectary, who will put up the same to the CMD after Financial and Legal examination, where required.
The above duties and functions shall be carried out by the Directors/Chief/ I R & W under the general supervision, directions of the CMD/Powercom, who may, in his discretion, call for any case and/or suo-moto pass any orders upon a case for compliance.

Sub:   Procedure followed in Decision Making Process

The point wise reply is as under please:-

What is the procedure followed to take a decision for various matters ? ( A reference to Secretariat Manual and Rule of  Business Manual, and  other rules/regulations etc can be made) As per Regulation 4 of Regulations of Conduct of Business-1980:

i)        All cases referred to in the First Schedule appended to these regulations are brought before the Board in accordance with the provisions of  regulations contained in part-II of these regulations.

ii)       All cases referred to in the Second Schedule are disposed of collectively by the Whole-time-Members of the Board on its behalf.

iii)     All other matters not covered under the Schedule-I & II are disposed of in accordance  with the general or special orders passed  by the Chairman.

What are the documented procedures/laid down procedures/Defined Criteria / Rules to arrive at a particular decision for important matters ? What are different levels through which a decision process moves ? As per 9.1 above . The followings are the different level under Secretatiate/CE’s  office through which a decision process moves:

What are the arrangements to communicate the decision to the public ? The decisions taken at the level of WTMs / Board are communicated to the concerned office by the meeting section. These decisions are further  communicated to the Public through Press/ other Media if these are related to the public.
Who are the officers at various levels whose opinions are sought for the  process of decision making ? The concerned HODs move the proposal for decision.  If finance of the Board is involved, the views of finance are taken and if the matter is legal the views of Legal Advisor are sought.
who is the final authority that wets the decision ? As brought out in para 9.1 the final authority is WTM/Board/Member In charge for taking decision.

There are  numerous subjects delt with by PSEB such as commercial, accounts, Estt., purchase proposals ( Stationery, furniture, plant & machinery, land acquit ion)  for which delegation is with the  various authorities . the  cases are processed by different HODs to whom these concern for orders of the C.A. i.e. Member In Charge/ WTMs/ Full Board . The entire information as sought for as already been given in the para 9.1 to 9.5.

Before submitting a complaint involving billing disputes, the consumer will be required to deposit 20% of the total disputed ammount and attach a copy of the receipt with the complaint.

Forum for Redressal of Grievances of Consumers

In case the chairperson of the forum is unable to discharge the functions owning to absence, illness or any other cause, the other member who is an officer of the licensee shall discharge the functions of the chairperson, untill the day on which the chairperson assumes office

If not satisfied by the decision where and how to appeal : In case the consumer is not satisfied with the decision of the forum an appeal can be filed with OMBUDSMAN by depositing 50% of the ammount assessed by the Forum (incl of amount already deposited on this account)

(I) SECRETARY/PSEB OFFICE ORDER NO. 8910/C-1 DT. 1.3.2002 REGARDING WORKLOAD/STAFFING NORMS IN RESPECT OF OP. SUB-DIVISIONS

A) WORKLOAD NORMS FOR OPERATION RURAL AND URBAN SUB DIVISION:-

The workload for a Sub Division(Rural as well as Urban) shall be between 700-1200 Units. If the workload in a Sub Division exceeds 1200 units, then the workload of the Sub-Division shall be transferred to adjoining Sub Divisions. If this is not possible, then a new Sub Division shall be created.

III) TECHNICAL STAFF BOTH FOR RURAL AND URBAN SUB DIVISION:-

i) 1 No. AAE will be provided in the Sub-Divisions having more the 900 Units.

ii) 1 No. of JE will be provided for every block of 200 units or its fraction greater than 0.5 minimum 4 No. JEs will be provided in each sub-Division.

iii) 3 No. Lineman and 6 No. ALM will be provided with each JE.

STAFF FOR COMPLAINT CENTRE :

Normally the Complaint Centre shall be located at sub-divisional Head Quarters to cover an area upto 80 sq. kms. However, for sub-divisions having area more than 80 sq. kms, additional complaint centers will be provided as under :-

TELEPHONE FACILITY AT COMPLAINT CENTRE :

To facilitate the consumers to registar / lodge their complaints regarding maintenance of LD system and to monitor the complaint centers for their proper functioning, telephone facility for incoming calls only, will be provided at each complaint center in the rural area whereas for complaint centers in the urban area, provision of telephone facility both for incoming and outgoing balls will continue.

V) STAFF FOR MAINTENANCE FOR DISTRIBUTION TRANSFORMERS :-

1 No. Foreman and 1 No. RTM will be provided in the sub-Divisions having upto 240 Distributions transformers. The Sub divisions having more than 240 distribution transformers will be provided with 2 No. Foreman and 2 No. RTM.

NOTE : For maintenance of distribution transformers, JE Incharge of the LD system will be responsible to point out the maintenance job to be done on the transformer and Forman will attend to this job on ?Job Order Basis.?

V) STAFF FOR POWER CUT

4 No. Lineman and 4 No. ALM will be provided at each Sub station under Sr.XEN/Grid Mtc. (Op.) Divisions to implement popwer cut instructions. 1 Lineman and 1 ALM will be coming in each shift.

NOTE : However, in case of 33/66 KV Sub-Stations feedingvillageshaving 24 hours supply, no power cut staff will be provided.

Work Load : An Operation Division may have 4-6 Sub-Divisions.

Staff for checking of Energy Meters/Metering Equipment

Staffing Pattern

a) A Divn. Having equivalent One JE/Installation effective connections below 14400

b) A Divn. Having equivalent Two JE/Installation effective connections 14400 and above.

DUTIES FOR JE/INSTALLATION

The existing periodicity for checking of connections by JE/Installation is as under :-

i) Single phase domestic Once in two years.

Connections.

ii) Single phase commercial Once every year.

Connections, three phase domestic, three phase commercial connections and AP connections.

iii) S.P. Industrial and Bulk Once in six months.

Connections upto 100 KW

Load.

However, the above periodicity for checking of connection is not possible, therefore, JE/Installation will be utilized by the Sr.XEN/OP. Divn. For checking of energy meters/Metering Equipment at random and will depute him on daily basis for checking of connections for which JE/Elect. is authorized for sealing. During checking JE/Installation will perform the following functions :-

i) Note down type and other particulars of the meter.

ii) Note down the current meter reading in his register.

iii) Check the Meter Reading recorded by the Meter Reader in the Meter Reading Card.

iv) Check meter with and without load connected to the premises.

v) Check proper installation of Meter or any tampering of the meter.

vi) Check proper installation of Meter or any tampering of the meter.

vii) Prepare daily report of the inspected meters.

viii) Check any possibility of theft of energy in the premises.

ix) Any other work given by Sr.Xen/Op.

A) OPERATION CIRCLE

Work Load :An Operation Circle may have 4-6 Operation Divisions.

Dispute Settlement Authority works on full time basis. The Administrative control of the authority is under the Chairman, PSEB. The headquarter of the authority are at Patiala. The authority is empowered for site checking & holding of meetings at different stations, if situation so warrants. The decision of the authority is final as for as PSEB is concerned.

DS/NRS consumers falling under Bet area, members of SC category, applicant falling in sub-mountaneous area, applicants within 16 Km of international Border belt, religious & charitable institutions run by recognized associations have the option to pay SCC in lump-sum or as rental @ 1.6 paise per rupee of the estimated cost of line & equipment.
Yellow Card holders- they can pay SCC in installments of Rs.10 per month.
Marginal farmers, yellow card holders, applicants within 16 Km of international Border Belt, Kandi Area applicants are to pay SCC as Rs.2000/- per BHP instead of Rs.3000/- per BHP.
Pre-requisites The applicants falling under Bet Area / SC category / Yellow Card holders /Marginal farmers within 16 Km of International Border are required to produce the required certificate from the concerned Revenue authority / SDM /DC office.
Procedure to avail the benefits Applicants desirous of DS/NRS /AP connection are required to submit application and agreement form alongwith certificate of competent authority of category under which concession is sought.
Time limit for the concession / Permits / Authorizations In case of applicants falling under Schedule caste / Border area, AP, connections are given on priority as per seniority. The benefit of SCC as monthly rentals is allowed then and there in case of Bet Area, DS/NRS applicant after completing the formalities .
