NORMS FOR THE DISCHARGE OF/ TS FUNCTIONS
(I) SECRETARY/PSEB OFFICE ORDER NO. 8910/C-1 DT. 1.3.2002 REGARDING WORKLOAD/STAFFING NORMS IN RESPECT OF OP. SUB-DIVISIONS
A) WORKLOAD NORMS FOR OPERATION RURAL AND URBAN SUB DIVISION:-
The workload for a Sub Division(Rural as well as Urban) shall be between 700-1200 Units. If the workload in a Sub Division exceeds 1200 units, then the workload of the Sub-Division shall be transferred to adjoining Sub Divisions. If this is not possible, then a new Sub Division shall be created.
The number of Units will be worked out as under:-

III) TECHNICAL STAFF BOTH FOR RURAL AND URBAN SUB DIVISION:-
i) 1 No. AAE will be provided in the Sub-Divisions having more the 900 Units.
ii) 1 No. of JE will be provided for every block of 200 units or its fraction greater than 0.5 minimum 4 No. JEs will be provided in each sub-Division.
iii) 3 No. Lineman and 6 No. ALM will be provided with each JE.
STAFF FOR COMPLAINT CENTRE :–
Normally the Complaint Centre shall be located at sub-divisional Head Quarters to cover an area upto 80 sq. kms. However, for sub-divisions having area more than 80 sq. kms, additional complaint centers will be provided as under :-

Each additional complaint Centre will be provided staff consisting of one Lineman & two ALMs.
TELEPHONE FACILITY AT COMPLAINT CENTRE :
To facilitate the consumers to registar / lodge their complaints regarding maintenance of LD system and to monitor the complaint centers for their proper functioning, telephone facility for incoming calls only, will be provided at each complaint center in the rural area whereas for complaint centers in the urban area, provision of telephone facility both for incoming and outgoing balls will continue.
V) STAFF FOR MAINTENANCE FOR DISTRIBUTION TRANSFORMERS :-
1 No. Foreman and 1 No. RTM will be provided in the sub-Divisions having upto 240 Distributions transformers. The Sub divisions having more than 240 distribution transformers will be provided with 2 No. Foreman and 2 No. RTM.
NOTE : For maintenance of distribution transformers, JE Incharge of the LD system will be responsible to point out the maintenance job to be done on the transformer and Forman will attend to this job on ?Job Order Basis.?
V) STAFF FOR POWER CUT
4 No. Lineman and 4 No. ALM will be provided at each Sub station under Sr.XEN/Grid Mtc. (Op.) Divisions to implement popwer cut instructions. 1 Lineman and 1 ALM will be coming in each shift.
NOTE : However, in case of 33/66 KV Sub-Stations feedingvillageshaving 24 hours supply, no power cut staff will be provided.

OPERATIONAL DIVISION
Work Load : An Operation Division may have 4-6 Sub-Divisions.

- 50% UDC who must have passed the DAE.

Staff for checking of Energy Meters/Metering Equipment
Staffing Pattern
a) A Divn. Having equivalent One JE/Installation effective connections below 14400
b) A Divn. Having equivalent Two JE/Installation effective connections 14400 and above.
DUTIES FOR JE/INSTALLATION
The existing periodicity for checking of connections by JE/Installation is as under :-
i) Single phase domestic Once in two years.
Connections.
ii) Single phase commercial Once every year.
Connections, three phase domestic, three phase commercial connections and AP connections.
iii) S.P. Industrial and Bulk Once in six months.
Connections upto 100 KW
Load.
However, the above periodicity for checking of connection is not possible, therefore, JE/Installation will be utilized by the Sr.XEN/OP. Divn. For checking of energy meters/Metering Equipment at random and will depute him on daily basis for checking of connections for which JE/Elect. is authorized for sealing. During checking JE/Installation will perform the following functions :-
i) Note down type and other particulars of the meter.
ii) Note down the current meter reading in his register.
iii) Check the Meter Reading recorded by the Meter Reader in the Meter Reading Card.
iv) Check meter with and without load connected to the premises.
v) Check proper installation of Meter or any tampering of the meter.
vi) Check proper installation of Meter or any tampering of the meter.
vii) Prepare daily report of the inspected meters.
viii) Check any possibility of theft of energy in the premises.
ix) Any other work given by Sr.Xen/Op.

Work Load :An Operation Circle may have 4-6 Operation Divisions.
