AUCTION NOTICE

It is for information of general public that the following Booths/Shop-cum-Flat at Nuhon Colony, Shopping Complex, GGSSTP, Ropar will be auctioned on lease for 11 months on monthly rent basis on 24-01-2018 at 3.00 PM in the office of Addl. SE./CMT Division, GGSSTP, Nuhon Colony, Ropar. The details of Booths/Shops are as under :-

TERMS & CONDITIONS:

  1. The intending bidders who want to participate in the auction are required to submit a Demand Draft of Rs.5000/- per shop/booth or cash, as earnest money in favour of Accounts Officer/O&M, GGSSTP, Ropar, payable at Ropar with Addl. SE./CMT Divn. (O&M) GGSSTP, Ropar, on or before the date of auction.
  2. The successful bidders will be required to pay three months lease money (rent) through Demand Draft or through cash in favour of A.O./O&M, GGSSTP, Ropar, at the fall of hammer.
  3. Successful bidder will have to deposit a sum of Rs.10,000/- as security which will be refunded to the shopkeeper at the time of vacation of the shop and the department will not pay any interest for the said amount.
  4. The competent authority reserves the right to reject any or all the bids or can withdraw a booth/S.C.F from auction without assigning any reason, whatsoever.
  5. In case the above date happens to be a holiday, the auction shall take place at the same time on the next working day.
  6. The intending bidders shall have to produce a minimum of 2 years experience certificate in the trade, duly verified by the Municipal Commissioner/ Sarpanch of    City/Village concerned.
  7. The intending bidders shall have to purchase the copy of terms & conditions of auction which can be had from the office of the undersigned on any working day upto 1.00 PM on date of auction by depositing Rs.50/- Per booth/shop towards its cost with A.O./O&M, GGSSTP, Ropar. These bidders who do not purchase the terms & conditions will not be allowed to participate in the auction.
  8. The GST shall be payable extra over and above the bid given by the intending bidder.
  9. All the intending bidders shall also submit the proof of permanent address with the application for purchase of auction documents.
  10. For Shop-cum- Flat No.7 at Nuhon Colony, the cross walls will be allowed to be removed at the cost of the prospective allottees/bidders, if they so desire subject to structural safety of the building, at their cost.
  11. All other terms & conditions of auction shall be announced at the time of auction.

TERMS & CONDITIONS FOR AUCTION OF S.C.F/ BOOTHS IN SHOPPING COMPLEX, NUHON COLONY, GGSSTP, RUPNAGAR.

    1. Every bidder will have to deposit in advance Rs.5000/- as Earnest Money in the shape of Demand Draft in favour of A.O./O&M, GGSSTP, Rupnagar, which is refundable in case of unsuccessful bidders. In case of successful bidder it will be released at the time of vacation of the shop/booth. No interest shall be paid by the Lessor /Department on the amount of earnest money.
    2. Successful bidder will have to deposit a  sum of Rs.10,000/- deposited as security which will  be refunded to the shopkeeper at the time of vacation of the shop/booth and the department will not pay any interest on the said amount.
    3. Lease is valid initially for a period of 11 months. The Lessee can, however, make a request for entering into fresh lease agreement for further period of  11 months by paying 7.5% extra lease money on which the premises were earlier leased out to him. The Lessee can again make a request for obtaining lease of the same premises for another11 months  by paying 15% extra of the lease money on which the premises were first leased out to him as per Board’s Memo.No.192056/GB-303 dated 7.9.2002, or its subsequent amendment.
    4. The decision whether or not the premises should be leased out to him for further term in this manner after the expiry of 11 months of which the premises were originally leased will be that of the Lessor, who will be Chief Engineer/O&M, GGSSTP, Roopnagar.
    5. The Lessee shall not acquire any right for continued leasing of the premises earlier leased out to him after the expiry of the lease period.  Beyond 33 months, the premises cannot be leased out to the original lessee  and there shall be fresh auction. The lessee will be bound to vacate the premises on the termination of the lease. The lessee shall have no right to sublet the premises. If he does so, the lease shall automatically stand terminated.
    6. Three months lease money will have to be  deposited in advance by the highest bidder at the fall of hammer. The lessee will have to execute the lease deed within 15 days of issue of allotment order on non-judicial stamp paper worth Rs.25/- before the occupation of shop/booth and the cost of stamp paper shall be borne by the tenant. In case he fails to take possession, then 3 months lease money along with earnest money shall stand forfeited and the shop/booth shall be put to auction again.
    7. Lease money is to be deposited in advance before 7th of each month. In case lessee fails to deposit the rent continuously for the period of three months in that event lease agreement will be automatically cancelled and security deposited by him will be forfeited and his possession will be treated as unauthorized and the board will be at liberty to file petition under Punjab Public Premises Act before the court of Collector at Roopnagar.
    8. The bidder should have a minimum experience of 2 years of the trade for which he is willing to participate in the bid. He will have to submit experience certificate duly signed by the Municipal Commissioner/ Sarpanch with seal in token of proof along with the draft at the time of purchase of terms & conditions of Auction.
    9. The competent authority, which shall mean Chief Engineer/O&M, GGSSTP, Rupnagar, in this behalf reserves the right to accept or reject the bid without assigning any reason.
    10. The competent authority also reserves the right to withdraw any shop/booth from bidding at any time.
    11. The lessee will have no right to sublet the shop/booth allotted to him.
    12. The lessee of shop/booth will be allowed to fix or paint their sign boards on the facia of shops, at the space provided for the same.
    13. The lessee will contain their business/sitting arrangement within the limits of shop/booth. He will not be allowed to place any article or sitting arrangement in the front verandas or open spaces.
    14. Lessee will have to display near the shutter the prices of articles being sold.
    15. The lessee will observe the rules and regulations framed by State Govt. under the shop Act.
    16. The electric connection shall be arranged by the lessee himself at his own cost and cost of electric connection shall be borne by the lessee.
    17. The lessee will have no right to make any addition & alteration in the shop/booth & to use the roof of the shop/booth. In case of default, the lease shall be treated as cancelled.
    18. The existing allottees of shops/booths are not eligible to participate in the bid.
    19. Any bidder who succeeds in a bid will not be eligible to participate in the next bid.
    20. For Shop-cum- Flat No. 7  at Nuhon Colony, the cross walls will be allowed to be  removed at the cost of the prospective allottees/bidders, if they so desire subject to structural safety of the building, at their cost.
    21. The premises would b e got vacated from the lessee/bidder who donot abide by the rules, terms & conditions and donot deposit lease money in time.

2.    The successful bidder will pay a sum of 10,500/- as security in addition to  5000/- as earnest money and three months rent as lease money along at the fall of hammer. The successful bidder shall pay GST @18% of rent in addition to above amount .The Security and earnest money total amounting to  15500/- shall be refunded only on vacation of shop. Department will not pay any interest for this amount. The earnest money of unsuccessful bidders shall be refunded on the spot.

5   The bidder interested in participation of auction are required to purchase a set of documents containing terms & conditions up to 16.00 hrs of 13-11-2017, from the office of Addl.SE/Colony Civil Mtc. 7      The bid of the highest bidder shall be subject to the approval of the competent authority.

NOTE II:- After completion of auction, unsold balance material store/item wise can be auctioned in a single lot or lot wise thereafter on the same day.
NOTE III: – The above mentioned quantities are tentative and the Disposal Committee without assigning any reason, reserves the full right to make any addition/cancellation/Alteration (increase/decrease/re-auction) of any quantity of material of any store at any stage of Auction.
NOTE IV:- The rates/procedure applicable under GST may be confirmed/appraise and rules made by the Government of India in this behalf shall be applicable as per the instruction of PSPCL.

Terms & Conditions

      1. The quantity may vary according to the actual availability in the store.
      2. The highest bidder shall have to deposit the earnest money @ 10% of the
      3. Bid to the nearest hundred of Rs.5000/- which ever is higher, in cash at the fall of hammer, out of which 8% will be adjusted towards cost of the material in the last installment and the balance 2% shall be refunded after the faithful execution of the sale confirmation orders.
      4. Bidders are requested to get themselves registered by making payment of Rs.5000/-per person in cash (refundable after auction). The registration shall commence at 11.30AM at the place of auction and shall continue till the start of auction. The bid registration money shall be forfeited in respect of bidder who fails to deposit the bid money immediately after the fall of hammer.
      5. Disposal Committee shall have the full rights to accept or reject or postpone the auction of any or all the items without assigning any reason.
      6. The terms & conditions of sale may be seen by the bidders in this office on any working day on at the place of auction before registration.
      7. The bidders may inspect the material lying in various stores as per detailed above before auction.
      8. The bidders who purchase material worth Rs. 100000/- will have to deposit full amount at the place of auction.
      9. The material that remained unsold in any auction shall be repeated in the next / subsequent auction.
      10. Only one person will be allowed against one registration.
      11. In case the date of auction is declared a Public Holiday; the auction shall be conducted on the next working day.
